Microsoft announced the ability to have a Per User license for Power BI Premium. It does not look like it is available, yet, but here are some of the highlights of changes from Pro license.

1. Increased capacity per model – 100GB

2, User can have Paginated Reports

3. 48/day Refresh Rate
4. Direct Query
5. Shared Models – Data Sets and Data Flows
6. XLMA Endpoint (like deployed SSAS in Azure)

To share some features like datasets and workspaces, the user will need the same license to access these shared items.
